The Jammu and Kashmir Revenue Department is facing a major staff shortage, with 160 posts of Naib Tehsildar remaining vacant for several years. The lack of promotions has disrupted administrative operations, affecting key revenue and land-related work across the Union Territory.
⚠️ Administrative Efficiency Severely Affected
According to official sources, the shortage of officers has created an administrative bottleneck in many field offices.
A total of 152 Girdawars, who cleared the Revenue Service Examination conducted by the Jammu and Kashmir Public Service Commission (JKPSC), have been serving as “Look After Naib Tehsildars” since January 2019.
Despite fulfilling all eligibility criteria, these officers have not been formally promoted, as the Departmental Promotion Committee (DPC) has not convened meetings for years.
🏛️ Delays in DPC Meetings Stalling Promotions
Officials revealed that repeated delays in DPC meetings have left dozens of eligible officers waiting for official promotion orders.
“The non-convening of the DPC for such a long period has badly affected the functioning of the Revenue Department at the grassroots level,” an official said.
He urged the government to expedite the promotion process to fill the long-pending Naib Tehsildar vacancies and restore administrative efficiency.

Due to the shortage of sanctioned staff, revenue offices are struggling to handle essential services like land records, property registration, and mutation cases.
Officials believe that once the pending promotions are cleared, the department will be able to streamline field operations and improve public service delivery.
Moreover, filling these 160 positions will also open doors for recruitment of new Patwaris, ensuring better management of land records and citizen services.
